Águas de Portugal steps up its presence in Angola


The Águas de Portugal Group has signed two contracts with the Ministry of Energy and Water of the Republic of Angola for the provision of technical assistance in the development of water supply and sanitation services that shall benefit 2.5 million people across several different provinces. 

The total value of the two contracts amounts to $10.5 million with financing from the World Bank and the European Investment Bank.

The Águas de Portugal Group (AdP hereafter) has been awarded two new technical assistance contracts in Angola, one of them for providing technical assistance to the Huíla water supply and sanitation company in the province of Huíla, in the south of the country, while the other spans support for three provincial capital cities in other regions, specifically in Moçâmedes (Namibe province, on the southern coastline); Luena (in the inland Moxico province); and Dundo (Lunda Norte province, in the northern inland region).

The AdP Group is currently undertaking the implementation of a set of contracts in Angola with a total value in excess of $24 million.

The signing of the latest two contracts between AdP Internacional, the AdP Group company responsible for its international operations, and the Ministry of Energy and Water of the Republic of Angola cover activities that shall enable improvements to the water supply and sanitation services for around 2.5 million people and involve a total of $10.5 million in financing provided by the World Bank and the European Investment Bank. 

The project in Huíla province has a four-year duration and covers the municipalities of Lubango, Chibia, Matala, Jamba, Cacula and Quipungo in Huila, together home to a total of over 1.6 million residents.

In this contract, AdP Internacional is to render technical assistance to EASH – the Huíla Water and Sanitation Company within the scope of deepening its capacities across the technical, financial and commercial fields with the objective of obtaining the set performance targets and ensuring the continuity and quality of the water supplied to the population in the six municipalities under its responsibility.

The technical assistance contract for the three provincial capitals - Luena, Dundo and Namibe – holds a three-year duration and the key objective of supporting the Ministry of Energy and Water of the Republic of Angola in implementing the respective project financing, specifically in monitoring and managing the contract, in project financial management and the environmental and social management of the projects. 

This support spans the different phases in the project cycle – procurement, contracts and financial management as well as project design, construction, operation and the maintenance of the water supply and sanitation systems alongside deepening local technical expertise through training and empowerment programs.

The two contracts now signed by AdP Internacional join another two contracts that the AdP Group has ongoing in Angola through to 2022 that provide support to the management of the water supply and sanitation companies in the provinces of Bengo and Cunene and accounting for a total value of $14 million with financing from the African Development Bank.

The AdP Group has been operating in Angola since 2004 undertaking activities across the fields of consultancy, technical assistance, empowerment and training and operating and maintaining water supply systems.

Initially working on European Union financed projects providing technical assistance to EPAL the company providing the water supply to the Angolan capital of Luanda and, from 2012 onwards, carrying out technical assistance projects for the provincial companies set up in the meanwhile in accordance with contracts financed by the Angolan Government and, more recently, by the World Bank, by UNICEF, by the African Development Bank and now, for the first time in Angola, by the European Investment Bank.

Internationally, but in association with local partners and companies operating in this sector, the AdP Group has over two decades of project experience across different geographies where the Group serves as a benchmark reference partner for the water and sanitation sector on projects seeking to improve these services and also within the framework of cooperation and development initiatives under the auspices of attaining the Sustainable Development Goals of Agenda 2030.
